Abstract
Promoting the development of intelligent connected vehicles (ICVs) has strategic significance for China to consolidate and expand its leadership in the new energy vehicle industry, accelerate the construction of a strong country in science and technology as well as transportation, and build a modern industry system with international competitiveness. Starting from the progressiveness and safety characteristics of the modern industrial system, and combining the three key requirements of “strategic guidance”, “innovation driven”, and “risk regulation” in the cultivation of emerging industries, this study reviews the innovation practices of major countries in the world to promote the development of the ICV industry, analyzes the outstanding problems faced by the cultivation of China’s ICV industry, and proposes targeted countermeasures and suggestions. The study suggests that China should promote the development of the ICV industry and strengthen embeddedness, foresight, and dynamism in top-level design. In terms of leading industrial innovation through technological innovation, it is necessary to promote key technology breakthroughs, cultivate and evaluate innovative talents, actively participate in and lead the formulation of international standards for ICVs, create a national level ICV industry technology incubation platform, and strengthen the planning and evaluation of demonstration zone construction. In terms of risk regulation, it is necessary to strengthen the improvement of laws and regulations and enhance cross departmental coordination in supervision.
