Abstract

Strategy-oriented basic research is a key pathway to driving major original breakthroughs at the frontiers of science, serving national strategic needs, and securing a leading position in global science and technology. It is also a vital pillar for achieving high-level self-reliance and self-strengthening in science and technology and enhancing the capacity for original innovation. Faced with the urgent need to build a science and technology powerhouse and achieve breakthroughs in key core technologies, China has gradually improved its organizational framework for advancing strategy-oriented basic research and has established a solid foundation for policy support and resource allocation. Nevertheless, when measured against major national strategic needs and the new landscape of international scientific and technological competition, China’s strategy-oriented basic research still faces numerous challenges in areas such as organizational management, funding models, evaluation mechanisms, and the commercialization of research outcomes. This study systematically analyzes the current status and challenges of China’s organizational framework for strategy-oriented basic research. Taking the U.S. Department of Energy (DOE) as an example, the study analyzes its basic research funding system and summarizes its organizational and implementation experiences. Based on this analysis, the study draws insights from the DOE’s basic research funding system for China, aiming to provide references and insights to further optimize China’s organizational framework for strategy-oriented basic research and enhance the capacity of basic research to support national strategies.
