Abstract
As a vital pillar of the new-type think tank system with Chinese characteristics, new-type think tanks in state-owned enterprises (SOEs) are undergoing a critical leap from being established to becoming strong. Based on in-depth investigations and thematic discussions with a number of representative new-type SOE think tanks, this study systematically reviews their historical evolution and achievements, analyzes the practical challenges they face going into the 15th Five-Year Plan period, and proposes optimization paths. The study finds that the development of new-type SOE think tanks has progressed through four sequential stages: foundation building and emergence (1949–1978), initial exploration (1979–2012), rapid growth (2013–2022), and high-quality development (2023–present), achieving notable results in system construction, decision-making support, and output influence. Nevertheless, they still face profound challenges, including the theoretical construction of the state-owned economy lagging behind practice, inadequate funding mechanisms for soft science research, an under-optimized structure of talent teams, and insufficient coordination and sharing mechanisms for scattered resources. In the new journey ahead, efforts should focus on building a “new highland” for theoretical research, a “strong support” for decision-making empowerment, an “experimental field” for paradigm innovation, and a “grand circulation” for the think tank ecosystem. By delivering high-quality research outcomes to serve national strategies and SOE reform and development, new-type SOE think tanks should accelerate development of a new-type think tank system with Chinese characteristics that exerts significant influence on decision-making, society, and international community.
