Abstract

The countries with more developed science and technology in the world attach great importance to the export control of technology. At present, China is in the stage of transition from following to running in parallel, and leading the way. Against the backdrop of a severe external environment and the accelerated development of a new round of technological revolution and industrial transformation, how to scientifically and effectively select the restricted export technology and make full use of technology export management measures to realize technology self-reliance and safeguard national security are of great strategic significance. Based on the analysis of the U.S. export-restricted technologies, combined with China’s national conditions and development stage, this study proposes selection criteria for export-restricted technologies, and a practical and operable selection process for export-restricted technologies combined with qualitative and quantitative methods, practiced in the fields of chemical industry, metallurgy and materials, machinery, agriculture, information, energy and medicine. Finally, relevant enlightenment and suggestions are drawn.
