Abstract
At present, informatization has become an important engine for high-quality economic and social development in China. Systematically reviewing the evolutionary features of informatization policies is an important reference for further optimizing policy layout. This study constructed an analytical framework for policy evolutionary features, covering four dimensions of policy quantity structure, policy issuing department, policy theme, and policy tool, from policy external attributes to policy content elements. Social network analysis, text mining methods, and content analysis were used to conduct quantitative analysis on the 703 central-level informatization policy documents since the 12th Five-Year Plan period. The study found the followings. (1) Since the 12th Five-Year Plan period, the number of informatization policy documents issued has increased, and the policy system has been continuously improved, but regulation-type policies are relatively few. (2) The policy issuing authority collaboration network has shifted from a “loose type” to a “coordinated type”, in which the Ministry of Industry and Information Technology and the National Development and Reform Commission played a leading role in the network. (3) The informatization policy concept has progressed towards platformization and intelligentization, and there is a cyclical feature in the similarity of the policy content among the main publishing departments. (4) Supply-type policies are the main policy tools for informatization, while the environment-type and demand-type policies are still not fully utilized. The study suggests strengthening inter-departmental policy coordination, improving the supply of informatization talents, and improving the functions of the information technology investment and financing market.
