Review and Outlook on Concept "Lucid Waters and Lush Mountains Are Invaluable Assets" at Its 20th Anniversary: Scientific Connotation, Strategic Value, and Case Study-Strategic Value

Abstract

President Xi Jinping’s thought of that “lucid waters and lush mountains are invaluable assets” has led China to modernize in a new form of ecological civilization, and it is also the general guideline for upgrading the major function zoning (MFZ) from planning to a national strategy and basic institution. Focusing on key ecological function zones of the MFZ, this study contends that the implementation of the MFZ strategy is a systematic exploration and innovative practice of the two mountains concept. It clarifies that the original intention of the MFZ is to protect lucid waters and lush mountains by combing through the background, basic concepts, and main planning strategies of the MFZ. This study summarizes the significant practical achievements made during the strategic implementation stage of the MFZ, demonstrating its critical role in preserving and restoring lucid waters and lush mountains, and discusses the realization path of the MFZ strategy in the new period to promote the transformation of lucid waters and lush mountains into invaluable assets. The study also puts forward policy recommendations for key ecological function zones, such as developing an ecological economy based on the comparative advantages of ecological resources, expanding the mode of realizing the value of ecological products, and improving the benefit sharing and feedback mechanism.
