Review and Outlook on Concept "Lucid Waters and Lush Mountains Are Invaluable Assets" at Its 20th Anniversary: Scientific Connotation, Strategic Value, and Case Study-Scientific Connotation
Abstract
“Lucid waters and lush mountains are invaluable assets”, and “ice and snow are also as valuable as gold and silver”. Excellent ecology, ecological enrichment, and happy life are concrete manifestations of the Chinese-style modernization featuring harmonious coexistence between human beings and nature. Compared with lucid waters and lush mountains, ice and snow covered land is mostly concentrated in winter and spring, making it rather difficult to transform them into mountains of gold and silver. How to forge a pathway of high-quality development of the ice and snow economy to drive the revitalization of rural industries in winter and spring is an urgent problem that needs to be considered and solved at present. The study systematically discusses the endowment of ice and snow resources and its strategic significance in transforming them into mountains of gold and silver, elaborates on the theoretical essence that “ice and snow are also as valuable as gold and silver”, refines its transformation pathways, and proposes a guarantee mechanism for the rapid development of ice and snow economy, aiming to provide a theoretical basis for the sustainable development of ice and snow covered land.
