Abstract
The transformation of scientific and technological achievements is a crucial link that closely integrates scientific and technological innovation with socio-economic development. It is a key measure in implementing the innovation-driven development strategy, building China into a great power in science and technology, and accelerating the development of new quality productive forces. The new round of sci-tech revolution and industrial transformation and the new situation of international trade frictions have posed new challenges and new logics to China’s scientific and technological achievements transformation system. This study combs through the dominant logic of China’s scientific and technological achievements transformation system under the new situation. From the perspective of the entire chain, the study systematically analyzes the problems and challenges faced by China’s scientific and technological achievements transfer and transformation system. By drawing on the mature experiences of foreign countries in the area, this study proposes development paths for China’s scientific and technological achievements transformation system from the perspective of solving the dual tasks of improving the efficiency of China’s system and building a frontier system of scientific and technological transformation. It further puts forward policy suggestions from aspects of strengthening the overall management of policies for the scientific and technological achievements transformation, exploring reforms in technology transfer mechanism, exploring the modes of finance empowering transformation, and strengthening the training of personnel for scientific and technological achievements transformation.
