Abstract

The world today is undergoing profound transformations unseen in a century, with China’s scientific and technological development and security facing unprecedented crises and challenges. As a critical theoretical perspective for coordinating development and security, resilience governance has increasingly become a vital topic in science and technology strategy and policy research. In light of this, there is an urgent need to deeply analyze the core issues confronting the development and security of the current scientific research system from a resilience perspective. Based on resilience governance theory, this study clarifies the conceptual connotation and value implications of “research resilience”, constructs a theoretical framework for it, and comprehensively analyzes its constituent elements, core characteristics, and evolutionary mechanisms. This provides a theoretical foundation for accelerating the advancement of high-level self-reliance and self-strengthening in science and technology and achieving the strategic goal of becoming a leading S&T nation. Furthermore, the study proposes policy recommendations that integrate theoretical depth with practical value across four dimensions: optimizing top-level design, balancing targeted breakthroughs and diversified layout, improving the monitoring and early-warning system for research security, and fostering a culture of research resilience. These recommendations offer policy implications for scientific research practice.
