Abstract
Drawing on the essence of global science and technology innovation (STI) centers, this study evaluates the level of science and technology innovation of 140 cities worldwide by constructing a five forces assessment model of global STI centers, which includes 33 indicators in 5 dimensions. The analysis reveals a significant tripartite pattern of development in global STI centers across Europe, North America, and the Asia-Pacific region. However, divergent patterns emerge in the development of these centers across different regions. Notably, global STI centers in various regions follow distinct development trajectories. At the national level, the United States and China lead the development of global STI centers, with the former demonstrating comprehensive leadership across various dimensions. In contrast, China’s centers exhibit notable deficiencies in attracting and nurturing top-tier talent, cultivating leading subjects in science and technology, and building an innovative environment. Lastly, this study proposes targeted strategies and recommendations for establishing a globally significant talent hub, strengthening national strategic scientific and technological capabilities, and optimizing the supportive environment for scientific and technological innovation based on the shortcomings and challenges faced by China’s STI centers.
