Abstract

In the third decade of the 21st century, global technological competition is spreading at an unprecedented level in every corner of the whole world. Major economies view technological change as a fundamental core capability for maintaining national security. Western countries, led by the United States, view technological change as a fundamental core capability for maintaining national security, making every effort to build leadership and consistency in the field of technology, and resorting to a high-tech cold war approach to suppress non-western countries. In the foreseeable future, China will build a strong country in science and technology, and achieve the goal stated in the report of the 20th National Congress of the Communist Party of China, which is to achieve high-level technological self-reliance and self-improvement by 2035, and enter the forefront of an innovative country, as scheduled, will become even more challenging. In this regard, efforts to break through the current situation, reconstruct a new situation, lead changes, and revitalize the overall situation have become necessary measures for China to break through the current high-tech cold war.
