Abstract

China is currently entering the stage of accelerating the building of the world’s important innovation highland, and it is urgent to draw on the development experience of world-renowned innovation highlands. The major Nordic countries, namely Denmark, Finland, Sweden, and Norway, have abundant hands-on experience in developing innovative economy. By deploying innovation strategies and policies, they have enhanced the ability of scientific and technological innovation to support the economy and cultivated a number of world-renowned scientific and technological enterprises and brands, making them veritable innovative highlands. It is noteworthy that Nordic countries have generally deployed or adjusted their innovation strategies and implemented new innovation policies since COVID-19. This study compares the important innovation strategies and policies of the major Nordic countries since the pandemic, and summarizes their new initiatives and experiences in financial support for small and medium-sized enterprises, preferential tax policies, characteristic innovation strategies, and innovation cluster models. From the perspective of the construction of innovation highland, the common features of their innovation strategies and policies are further studied, the framework of innovation strategies and policies is distilled, and the insight into building world’s important innovation highland in China is proposed.
