Abstract
Human capital are the key strategic resources for both economic development and innovation performance at the national level. Hence, the effectiveness of talent cultivation has drawn the wide attention among policy-makers, scholars, and the whole society. Based on the needs to human resources in the new phases of development in China as well as the trend in incoming scientific-technological revolution and industrial transformation, this study proposes a dual transformation on the talent cultivation in China, that is, quality laddering in human resource structure and transforming of educational modes. Furthermore, by analyzing the new measurements of undergoing reform in higher education organizations in developed economies, it puts forwards the three aspects of findings and implications for future talent cultivation in fostering a third degree of human capital, the intrinsic change of higher education under informatization, as well as the structural reform in universities.
