"Taking the lead in building a world-class scientific research institution" is one of the Pioneer Initiatives' requirements put forward by General Secretary Xi Jinping in 2013 to the Chinese Academy of Sciences (CAS). As a national strategic scientific and technological force, CAS takes the lead in building an internationally first-class scientific research institution. It needs to accord with its own reality and to learn from the development experience of the world's advanced scientific research institutions so as to realize the modernization of scientific research governance system and capacity. As the largest basic research center in Europe, French National Center for Scientific Research (CNRS) and CAS are both national comprehensive research institutions. The two institutions have many similarities in development concept, development process, discipline layout, and strategic direction. This study focuses on the CNRS's organizational operation mode, employment system, evaluation system, industrialization of technology, and internationalization strategy. It is hoped that it would help to provide a useful reference for CAS in-depth implementation of the Pioneer Initiatives Plan.
