Abstract

Science and technology are the primary productive forces. They are paid close attention in China, and a number of policies are issued to support basic research and enhance the original innovation capability. Therefore, guiding the basic research of social capital investment is a major concern in theory and practice. Taking three typical institutes of the Chinese Academy of Sciences as the research object, this study proposes a theoretical framework that guides social funds to promote the transformation of basic research results. Based on the theoretical framework, the following policy recommendations are proposed:innovating the financing model, and broadening the funding channels for basic research; establishing communication channels between enterprises and scientific research institutes to change entrepreneurs' mentality of seeking quick success and quick profits; creating an environment and atmosphere conducive to fostering the spirit of scientists and so on.
