Abstract

China has achieved great progress in national innovation system establishment, but a more strategic and detailed design is still needed.Facing the challenge of building the S & T powerhouse for China, a newly national innovation system is provided.Emphasizing the basic research, constructing the sectoral innovation mechanism, setting up the comprehensive system for enterprises, coordinating the regional innovation systems, putting the education as the core of innovation system, and promoting the integrating among S & T, finance, and trade etc., are the strategic measures for this newly national innovation system.
