Abstract

The issue of local S&T talent work is currently a hot issue, and General Secretary Xi Jinping recently instructs that local talents should be "equally valued and equally used". This has triggered governments at all levels to issue talent plans which specifically target on local talent. This study analyzes the main problems existing in the current government S&T talent plans, and proposes that China cannot continue this large scale government talent planning model. Instead, except a few talent plans such as overseas talent introduction plans that require special reservation and improvement, China should return to the normalized market mechanism, give employer talent-use autonomy to focus on talent use rather than talent introduction, so as to form a new healthy and orderly dimension of S&T talent work in the new era.
