Abstract
Third Pole national park group construction is the scientific choice for implementing the strategy of major function zoning and green development in Tibet, China. This study demonstrates that building Third Pole national park group fits for the rules of sustainable development based on analyses of transformation of Tibet's development driving-forces, development positioning by central government of China, and increasing growth trend of human consumption demand. It is proposed that protecting heritage and improving natural and humanistic ecosystem should be put in priority to the construction of national park group, and act as an important driver in Tibet's action of 'bring prosperity to border areas and the local people' and whole mankind's well-being. And it should insist on the scientific development model with scientific research, scientific planning, and scientific management. Based on international theoretical and practical experience in national park field, this study proposed a research framework for Tibet national park construction, put the program of building Third Pole national park group as the core. It is also suggested:(1) carry out fundamental research in the value of natural and cultural resources of the national park group, tourism environmental capacity, and the potential of landscape forest land system improvement before planning; (2) develop technologies for natural resources and environmental monitoring in the Third Pole national park group and management information platform after planning. The purpose of this study is to provide systematic technical support for building the Third Pole national park group with global reputation and attraction.
