Abstract

The focus of studying the new situation is to pursuit benefits and to avoid disadvantages, by deeply understanding and following the strategy of "Belt and Road" initiative implemented by China and the opportunity of global science and technology revolution and industry transformation. To study the new economy should focus on the transformation and upgrading, and strive to solve the contradictions between low level of industry, weak technology innovation, unbalanced development, employment pressure and rigid constraints of resources and environment. New drive force research focuses on innovation driven, set catching up with world-class enterprises and research institutions as the direction and goal of future R & D investment, scientific research, international cooperation, technology introduction, and reorganization of mergers and acquisitions. New mechanism study emphasizes the deepening reform. Since China is at the forefront of global science and technology revolution and industry transformation, it is high time to deepen the reform of education, science and technology, and talent management system. New policy study lies to secure people's livelihood, the policy related to people's life and social stability must be especially implemented in place.
