Abstract
In the April 1st of 2017, the Communist Party of China (CPC) Central Committee and the State Council issued a decision that Xiongan New Area (XNA) will be constructed in Hebei Province to evacuate and remit non-capital function of Beijing, and to explore the new model of the regional optimization in densely populated areas. This decision is millennium plan and the great national event. Jing-Jin-Ji Area is located in the semi-arid and semi-humid region, and very sensitive to climate change. In the region, climate change greatly impacts on the water resource and ecological system. In this paper, we analyze the relationship between the climate change and water resource in the region from 1951 to 2015, and issue the resource and environment conditions and scientific problems should be payed attention during the XNA construction to complete the idea of ecological priority and green development.
