Abstract
As China rises in the global innovation landscape, relying solely on attracting talent back home (“bringing in”) is no longer sufficient to meet the demands of the new stage of S&T development. Greater emphasis must be placed on “going out” to strengthen the influence in international rules and standards. Early-career scientists, at the peak of creativity and international mobility, are the pivotal group driving this transition. This study proposes a four-in-one framework, Talent–Open Source–Standards–Scenarios, which highlights leveraging global youth science networks to transform engineering practices into contributions to international rule-making. In terms of implementation, the study takes the Global Young Academy (GYA) and World Association of Young Scientists (WAYS) as the examples to illustrate how open science and open-source collaboration can generate reproducible engineering evidence; and ISO/IEC as a representative platform to show how such evidence can be institutionalized into technical provisions and diffused through cross-border mutual recognition. It further identifies structural challenges specific to basic science: digital divides in access to instruments, bandwidth and computational power, fragmented datasets and metadata, and reproducibility barriers. It then demonstrates how young scientists’ networks operationalize sharing mechanisms to lower search, trust and compliance costs. Building on these mechanisms, Chinese early-career scientists can lead by hosting mirror repositories and benchmarks via WAYS, convening replication taskforces within GYA, and advancing minimal data-reporting units into ISO/IEC pathways. Building on China’s existing talent policies, open-source ecosystem, standardization strategy, and data governance foundation, this study constructs a complete pathway from framework design to evaluation and governance, aiming to achieve high-level self-reliance under deeper openness and enhance the global visibility and adoption of China’s technologies and narratives.
