Application and Empirical Analysis of Think Tank Double Helix Methodology

Abstract

How to correctly analyze and decompose the research problems considering the complexity of think tank research problems, especially the major needs of the country, is of great significance for proposing scientific and effective problem solutions. One of the key issues in the Think Tank Double Helix Methodology the need to analyze research problems from the process of "analysis-convergence-reduction". That is to decompose them into a series of sub-problems, and to combine various types of knowledge to investigate the sub-problems, and to conduct a comprehensive restitution of the research problem to propose a satisfactory solution to the original problem finally. In the process of problem-solving, problem-decomposition is the first and crucial step to start the research work. This article focuses on the analysis and research of how to decompose think tank research problems. Under the framework of the Think Tank Double Helix Methodology, four steps of the analysis problem are proposed (defining the problem, describing the problem, constructing the frame, and forming a set of sub-problems), and intends to provide a set of practical and feasible methods to analyze problems. This study is to provide methodological supports for decision makers and managers relevant to think tanks.
